RECOMMENDATIONS:

RECEIVE public report of litigation settlement agreements that became final during the period January 1, 2026, through February 28, 2026.

Settlement amounts are listed below.

BACKGROUND:

Three agreements to settle pending litigation, as defined in Government Code section 54956.9, became final during the period January 1, 2026, through February 28, 2026.

Krystal Edwards v. Contra Costa County, et al., Contra Costa County Superior Court, Case No. C24-02473: On December 9, 2025, the Board of Supervisors approved a settlement in this childhood sexual assault case. The Board approved the settlement for $250,000 in closed session by a 4-0 vote, with Supervisor Burgis absent. The settlement agreement was fully executed on January 13, 2026. The funding source is the Risk Management Liability Internal Service Fund.

Andrea Albrecht v. Contra Costa County, Contra Costa County Superior Court, Case No. 24-01157: On January 20, 2026, the Board of Supervisors approved a settlement in this employment case. The Board approved the settlement for $135,000 in closed session by a vote of 5-0. The settlement agreement was fully executed on January 22, 2026. The funding source is the Risk Management Liability Internal Service Fund.

Tracy Pachote v. County of Contra Costa, et al., United States District Court, Northern District of California, Case No. 21-04097 SK: On December 9, 2025, the Board of Supervisors approved a settlement in this excessive force case. The Board approved the settlement for $600,000 in closed session by a 4-0 vote, with Supervisor Burgis absent. The settlement agreement was fully executed on January 5, 2026. The funding source ...
