RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Librarian, or designee, to execute a contract amendment with Ax9 Security, Inc., to increase the payment limit by $210,000 to an amount not to exceed $1,720,000 to add security guard hours at the Walnut Creek Library and self-service Sundays at the Pittsburg and San Pablo libraries, with no change to the term through June 30, 2028.
FISCAL IMPACT:
$193,000 Library Fund; $17,000 City of Walnut Creek.
BACKGROUND:
The County's Public Works Purchasing Department conducted a formal competitive bid process in late 2024 on behalf of the Library Department and awarded the bid to Ax9 Security, Inc.
On May 20, 2025, the Board of Supervisors approved a Contract with Ax9 Security, Inc for unarmed security services on an as-needed basis at the Martinez, Concord, San Pablo, and Walnut Creek Libraries. The Contract term is July 1, 2025, through June 30, 2028, and the payment limit was $1,510,000.
In accordance with the Library Lease and Service Agreement between the County and the City of Walnut Creek, on Friday May 22, 2026, the City of Walnut Creek informed the County Librarian that the City will fund sixteen (16) extra hours at the Walnut Creek Library for fiscal year 2026-2027, which will increase the Walnut Creek Library's weekly open hours from fifty-two (52) to fifty-six (56). This increase in open hours necessitates and amendment to this contract for added security guard services at a cost of $17,000 during the additional 4 weekly open hours, which will be funded by the City of Walnut Creek.
