RECOMMENDATIONS:
RATIFY the County Librarian's execution of a contract amendment with Authority Patrol, Inc. to increase the payment limit by $410,000 to an amount not to exceed $760,000 and extend the term through June 30, 2028, to provide additional security guard hours at the Brentwood Library for Self-Service Sunday hours.
FISCAL IMPACT:

BACKGROUND:
On January 16, 2024, the Board of Supervisors approved a Contract with Authority Patrol, Inc. for unarmed security services at the Brentwood and Bay Point Libraries. The Contract term was February 1, 2024, through January 31, 2027, and the payment limit, underestimated for regular hours, was $350,000. The vendor has provided services beyond the initial payment limit since March 2026; the ratification of the contract amendment will provide for payment of those invoices.
During fiscal year 2026-2027, the Library will implement Self-Service Sunday services at the Brentwood Library, necessitating security services at the Brentwood Library on Sundays. Additionally, the Library will contract one security company for all Contra Costa County Library security needs via RFP beginning July 1, 2028.
Extending the Contract term through June 30, 2028, and increasing the payment limit by $410,000 will allow continuous, consistent security services at the Brentwood and Bay Point Libraries until an RFP can be completed.
This contract was approved by Purchasing Division of Public Works as a single-source provider for this contract. This contract is entered into under and subject to the following legal authority: California Government Code ?31000.
