RECOMMENDATIONS:
1. APPROVE an allocation of $310,000 from the Measure X Parks & Recreation funding allocation (District III portion) to expand parks and recreation programming and facilities in District III, as recommended by Supervisor Burgis.

2. AUTHORIZE the Public Works Director, or designee, to execute contracts with identified public and private nonprofit organizations to provide the expanded parks and recreation programming and facilities, as specified in Attachment A, for the period July 1, 2025 through June 30, 2027, subject to approval by the County Administrator and approval as to form by County Counsel.

FISCAL IMPACT:
The $310,000 required for the contracts will come from the District III portion of the Measure X Parks & Recreation funding allocation. The current available balance in the District III portion of the fund is approximately $600,000.

BACKGROUND:
Measure X is a 20-year, Countywide, half-cent sales tax, approved by voters in Contra Costa County on November 3, 2020. The ballot measure language stated the intent of Measure X as "to keep Contra Costa's regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services."
On December 12, 2023, the Board of Supervisors approved an annual allocation of $1,000,000 for the Public Works Department to provide parks and recreation services in the unincorporated areas and directed a future meeting to provide direction on the implementation of projects and programs to be funded.
