Report Title: CSB - Contract 38-118-2 Early Childhood Education STEP

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract renewal with the Early Childhood Education STEP, in an amount not to exceed $70,000, to provide Head Start and Early Head Start Programs with on-call substitute teacher referral services for the term of December 1, 2025, through August 31, 2026.
FISCAL IMPACT:
62% State and 38% Federal, all of which is budgeted for FY 25-26
BACKGROUND:
The Employment and Human Services Department (EHSD) is seeking a contract renewal with the Early Childhood Education (ECE) STEP to provide qualified substitute teacher staff to the County for use in its Early Head Start and Head Start classrooms and facilities that are located throughout the County.
In September 2024, EHSD entered into a contract with ECE STEP in the amount of $50,000 for a term of September 25, 2024, to August 31, 2025.
EHSD is now seeking to renew the agreement, which includes mutual indemnification clauses that modify the County's general conditions. The approval of this staff report will enable the County to recruit qualified educators for its Head Start and Early Head Start programs.
