Information:
In 2006 the Debt Affordability Advisory Committee (DAAC) was formed. The DAAC’s purpose is to annually review and evaluate existing and proposed new County debt and other findings or issues the committee considers appropriate. The task of the DAAC is to assess the County’s ability to generate and repay debt, and issue an annual report to the County Administrator defining debt capacity of the County.
As an all-staff committee, advisory to the County Administrator, the DAAC is not subject to the Brown Act. No clause in the Debt Management Policy, which established the DAAC, specifies meeting format or structure.
Referral History and Update:
Since formation in 2006, the DAAC has met at least annually. Generally, meetings have been open to the public and the agendas posted online prior to the meeting.
The DAAC current practice is to post agendas online 72 hours prior to the meeting and provide access to the public, virtually or at the physical location.
