Report Title:                      Ambulance Patient Offload Times (APOT) Report for January 1, 2020 - June 30, 2026

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

ACCEPT the Ambulance Patient Offload Times (APOT) Report for January 1, 2020 - June 30, 2026 prepared by the Health Services Department.

 

FISCAL IMPACT:

There is no fiscal impact for this action.

 

BACKGROUND:

The Contra Costa County Emergency Medical Services Agency (CCCEMSA) prepares quarterly APOT report for all county receiving facilities. Consistent with the Board of Supervisors’ response to the 2026 Grand Jury APOT report (Report 2607 - Ambulance Patient Offload Delays; Time Is of the Essence), the Emergency Medical Care Committee (EMCC) approved the APOT report on September 1, 2026, and recommended submission to the Board of Supervisors.  Going forward, the EMCC will review each quarterly report and provide a recommendation to the Board of Supervisors.

 

The attached APOT report includes historical APOT data.  Beginning in Quarter 1 of 2027, quarterly reports will include a rolling five-year historical period, with each subsequent quarterly update extending the data set through the current reporting period.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to accept the Ambulance Patient Offload Times Report will leave the Board without current, data-driven visibility into ambulance patient offload performance across all county receiving facilities, depriving it of the performance data needed to support informed policy decisions regarding emergency medical services delivery across Contra Costa County.
