Report Title: Hearing to Adopt the Stormwater Utility Area Assessment for Fiscal Year 2025-2026, Countywide. Project No. 4500-6X7041

RECOMMENDATIONS:
1. OPEN the public hearing on the Engineer's Report and the proposed Stormwater Utility Area (SUA) assessments; RECEIVE and CONSIDER oral and written testimony, including objections and protests; and CLOSE the hearing.
2. DETERMINE that no changes to the SUA assessments or the Engineer's Report will be made in response to any objections or protests.
3. DETERMINE that rates for each SUA for Fiscal Year 2025-2026 are the maximum rates per Equivalent Runoff Unit for each area as shown in the Engineer's Report.
4. ADOPT Resolution confirming the SUA assessments for Fiscal Year 2025-2026.
5. DIRECT the Chief Engineer or designee to provide a certified copy of the Resolution and the roll of confirmed SUA assessments to the County Auditor-Controller before August 10, 2025.
FISCAL IMPACT:
The proposed assessments for SUAs 1 through 18 will provide approximately $15,905,706 in funding for cities and the County for the National Pollutant Discharge Elimination System (NPDES) program and drainage maintenance. (100% Stormwater Utility Area Assessment)
BACKGROUND:
On June 10, 2025, the Board of Supervisors (Board) acknowledged the receipt of resolutions, requesting the adoption of the SUA assessments for Fiscal Year 2025-2026, adopted Resolution No. 2025-201, and directed the Clerk of the Board to fix a public hearing for July 8, 2025, in its chambers to receive and consider oral and written testimony, including objections and protests, on the Engineer's Report and the proposed SUA assessments, as required by the Contra Costa County Flood Control and Water Conservation Act (Act).
