RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract renewal with KinderCare Learning Centers LLC to provide Head Start, Early Head Start, State General Childcare, and State preschool program services in an amount not to exceed $5,354,605, for the period July 1, 2026, through June 30, 2028.

FISCAL IMPACT:

$5,354,604.26: 58% State, 42% Federal, of which $2,677,302.13 is budgeted in FY 26-27, and $2,677,302.13 is budgeted in FY 27-28.

BACKGROUND:

On December 28, 2023, the Employment and Human Services Department issued Request for Proposal 1202 to identify Head Start Program Childcare Partners. KinderCare Learning Centers LLC was selected through the bidder's process. On December 17, 2024, the Board approved item C.85, authorizing a contract with KinderCare Learning Centers, LLC for the period from September 1, 2024, to June 30, 2026, with a total payment limit of $4,795,571.

This Contract provides a minimum of 74 to a maximum of 89 childcare program slots for children in the Early Head Start Program, and a minimum of 68 to a maximum of 82 childcare program slots for children in the Head Start Program. Additionally, the Contractor also provides 24 childcare program slots for State General Childcare and Development Program, and 16 childcare program slots for State Preschool Program. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

On November 18, 2025, the Board of Supervisors approved consent item C.34, authorizing an amendment to this agreement in the amount of $4,905,971 for Fiscal Years 2024 to 2026.

This action seeks approval to renew the contract for the continued provision of Federal childcare and State preschool program services.
