Report Title:                     Purchase Order with ParentPowered PBC for ParentPowered Trauma-Informed Curriculum Subscription through August 31, 2027

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with ParentPowered PBC, subject to the terms of their Terms of Use, in an amount not to exceed $4,245 for the purchase of ParentPowered Trauma-Informed Curriculum subscription for the period September 1, 2026, through August 31, 2027.

 

FISCAL IMPACT:

100% California State Library Grant Funds

 

BACKGROUND:

The Library’s adult and family literacy program will offer patrons ParentPowered services. This product offers text-based parent education. Enrolled patrons receive access to trauma-informed curriculum designed to strengthen the five protective factors for families in English and Spanish. The curriculum is available to patrons with children from birth through grade 12.

 

The Terms of Use include limitation of liability and indemnification language, as well as arbitration and waiver of civil action, which was reviewed by County Counsel.

 

This Purchase Order is entered into under and subject to the following legal authority, California Government Code § 31000.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with text-based parent education services through the adult and family literacy program.
