Report Title:                     Purchase Order with LexisNexis Accurint Virtual Crime Center for Law Enforcement

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Probation Officer, to execute a purchase order with LexisNexis Risk Solutions, in an amount not to exceed $35,020 for the purchase of an investigative tool, for the period August 1, 2024 through July 31, 2025.

FISCAL IMPACT:

The amount of $35,020 is budgeted 100% from the department’s General Fund allocation.

BACKGROUND:

LexisNexis Accurint Virtual Crime Center is designed for Law Enforcement and contains information that is not available to the public. Probation uses this product to locate clients and family members of youth in our placement unit. Several of the youth in our care do not have current or complete information on extended family members, which makes it difficult to contact them for placement. The use of LexisNexis allows our placement officers to enter the information they do have and use it to search for potential placement homes. The goal being to reduce the number of youths placed in non-relative care homes. In addition, the law enforcement data helps to determine if potential homes are appropriate.

The purchase is subject to the LexisNexis Terms and Conditions which include an indemnity provision and a limitation of liability.

The Department is seeking approval of this retroactive purchase order due to staff turnover and then administrative delays between internal departments.

CONSEQUENCE OF NEGATIVE ACTION:

If unapproved, the Probation department will lose a critical investigative tool that aids in making critical decisions.
