RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract #24-717-14 with Portia Bell Hume Behavioral Health and Training Center, a non-profit corporation, in an amount not to exceed $3,176,962, to provide Mental Health Services Act (MHSA) Full Service Partnership (FSP) program services to non-Medi-Cal adults with Serious Emotional Disturbance (SED) and or Serious Mental Illness (SMI) who are homeless or at serious risk of homelessness, for the period July 1, 2025 through June 30, 2026.

FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $3,176,962 and will be funded as budgeted by the department in FY 2025-26, 100% by MHSA.

BACKGROUND:
This Contract meets the social needs of County's population by providing FSP Program services funded by the MHSA, providing a comprehensive range of services and supports in West, Central and East Contra Costa County including case management, mental health services, medication support, and crisis intervention to non-Medi-Cal adults with SED and or SMI who are homeless or at serious risk of homelessness. Contractor has been providing MHSA FSP program services to the County since March 2014.

This Contract is entered into under and subject to the following legal authorities: Welfare and Institutions Code ?? 5600, et seq. (The Bronzan-McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ?? 523, et seq. (Community Mental Health Services); California Government Code ?? 26227 and 31000.
