RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director or designee, to execute a contract containing modified indemnification with CTY Housing, INC. in an amount not to exceed $25,000 to provide property ownership and development scenario analysis and reporting services for the period of February 10, 2026, through February 9, 2029.

 

FISCAL IMPACT:

100% General Fund

 

BACKGROUND:

CTY Housing, INC., was selected to provide property ownership and development scenario analysis and reporting services to identify and analyze key advantages and disadvantages to various public and private partnership models. Their services are needed to assist the County in making decisions regarding facilities supporting people who are homeless, chronically homeless and/or have behavioral needs such as substance abuse and mental illness.

 

The contract contains a special condition modifying Paragraph 18 (Indemnification) of the General Conditions. The modified paragraph has been reviewed and approved by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County will not receive the analysis and reports it requires to make informed decisions regarding facilities supporting people who are homeless, chronically homeless and/or have behavioral needs such as substance abuse and mental illness.
