RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County First Amendment to Grant Agreement #28-979-1 with City of Oakland, a municipal corporation, to increase the amount payable to County by $2,142,424, from $952,988 to a new total amount payable of $3,095,412 and extend the termination date from June 30, 2024 to June 30, 2026 for continued participation in the Housing Opportunities for Persons with HIV-AIDS (HOPWA) Program.

FISCAL IMPACT:
This agreement will result in an additional amount of funding not to exceed $2,142,424 from the City of Oakland for the HOPWA Program. (No County match required)

BACKGROUND:
The National Affordable Housing Act (Public Law 101-625, approved November 28, 1990) authorizes the HOPWA Program to provide states and localities with resources to devise long-term comprehensive strategies for meeting the housing needs of persons living with HIV/AIDS and related diseases. The City of Oakland (City) is the HOPWA grant recipient for Alameda and Contra Costa counties. The City allocates HOPWA funds between the counties based on the number of HIV/AIDS cases. The Health Services Department will provide housing advocacy, support services and financial assistance for short-term and permeant housing and utilities, transportation and food services for low-income people living with HIV/AIDS in Contra Costa County

On November 2, 2021, the Board of Supervisors approved Agreement #28-979 with the City of Oakland to pay County an amount not to exceed $952,988 for the HOPWA Program for the period July 1, 2021 through June 30, 2024.
