RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-028-21 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $268,115, to provide housing advocacy services in Contra Costa County for people with HIV for the period from July 1, 2023 through June 30, 2024.
FISCAL IMPACT:
Approval of this contract will result in annual service expenditures of up to $268,115 and will be funded as budgeted by the Department in FY 2023-24 100% by Housing Opportunities for Persons with AIDS (HOPWA). (No rate increase)
BACKGROUND:
This contract meets the social needs of the county's population by providing housing advocacy and navigation services for county residents diagnosed with HIV. This contractor has been providing these services since March 1, 2012.
This contractor was selected as the sole source provider since they were the only entity that submitted a bid at the previous Request For Proposal (RFP) and they are the only known source with the infrastructure, capacity, expertise and interest to perform the scope of work Due to the limited number of qualified providers this contractor has been approved by the County's Purchasing Services Manager on September 11, 2023. This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. The Behavioral Health's Quality Management, Utilization Management and Contract Monitor staff meet on regular basis to ensure monitoring and performance measures in the contract are upheld.
