RECOMMENDATIONS:
APPOINT Daniel W. Bustamante as the Interim County Surveyor effective April 27, 2026, as recommended by the Public Works Director, Countywide.

FISCAL IMPACT:
The funding for the requested appointment of County Surveyor is budgeted for Fiscal Year 2025-26. The General Fund contributes $100,000 to the funding of this position.

BACKGROUND:
When a Public Works Director does not have the authority to act as the County Surveyor as described in Section 24-22.004 of the County Code, the Board of Supervisors must appoint a County Surveyor. The previous County Surveyor resigned on April 8, 2026, and it is necessary to appoint an interim County Surveyor to perform the necessary duties until a permanent County Surveyor is appointed. The appointment of an Interim County Surveyor will minimize the impact on service delivery in processing land survey maps, subdivision and parcel maps, surveys, and property descriptions per the requirements of the Subdivision Map Act and the Professional Land Surveyor's Act of the Business and Professionals Codes.

Daniel W. Bustamante is a Professional Land Surveyor with R.E.Y. Engineers, Inc. He has over 35 years of project management experience in all facets of land surveying. His extensive experience includes being the City Surveyor or acting City Surveyor for the City of Walnut Creek, City of Pittsburg, and City of Pleasant Hill, project manager providing survey services for Central Contra Costa Sanitary District, and project surveyor responsible for filed land surveying, legal descriptions, plat, Record of Survey, Corner Records, and subdivision reviews to support Alameda County.
