Report Title: Purchase Order with Trace3, LLC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Trace3, LLC in an amount not to exceed $1,093,000 for an upgraded set of storage controllers, disk arrays, maintenance, and support for three years.
FISCAL IMPACT:
Approval of this purchase will result in a one-time expenditure of up to $1,093,000 and will be funded by Hospital Enterprise Fund I revenues.
BACKGROUND:
Health Services runs an Electronic Medical Record (EMR) system which relies on high-speed secure storage from Pure Storage. The last two years have seen accelerated growth in the amount of storage required to keep the EMR running. The current arrays have been expanded to their limit. The current systems will be consolidated with a second set of existing storage arrays, which will in turn be expanded. The resulting capacity is expected to provide at least two years of smooth operation.
Health Services solicited a Request for Proposal, RFP# 2402-758 for storage area network capacity expansion services and Trace3 was selected due to its ability to meet existing product requirements and specifications at a lower price. The purchase will be governed by the Master Services Agreement, dated May 17, 2019 between Groupware Technology, Inc. now Trace3, LLC and Contra Costa County, and End User Agreement, dated April 21, 2017, between Pure Storage, Inc. and the County.
CONSEQUENCE OF NEGATIVE ACTION:
As a result of the accelerated storage consumption the current EMR is at risk of filling its disk space in August 2024. Failure to expand the available storage will result in the EMR ceasing to function depriving medical staff access to patient records.
