Report Title: Contract # 40-518-1 Meals on Wheels Diablo Region

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Meals on Wheels Diablo Region, in an amount not to exceed $399,950 to provide outreach services for the period July 1, 2024 through June 30, 2026.
FISCAL IMPACT:
$399,950: Funded by 100% Measure X Funds; of which $199,975 is budgeted in FY 24-25 and $199,975 will be budgeted in FY 25-26.
BACKGROUND:
The Employment and Human Services Department (EHSD) seeks to renew its Contract with Meals on Wheels Diablo Region (MOWDR) for countywide outreach services with special attention to addressing priority populations, as defined in the Older Americans Act (OAA). This Contractor was selected through Contra Costa County’s procurement process, RFP#1911. Approximately 95% of older adult clients provided with outreach services will be low-income, persons of color, and/or monolingual Spanish-speaking and reside in traditionally underserved areas of Richmond, San Pablo, Concord, Antioch, Pittsburg, Oakley, Bethel Island and Bay Point. MOWDR will continue identifying potential clients and encouraging their use of existing services and benefits.
These services are provided through a Measure X allocation authorized on November 16, 2021, item D.5, for Master Plan for Aging/Local Community Based Aging Services.
CHILDREN’S IMPACT STATEMENT:
This contract supports one of Contra Costa County’s community outcomes of the Children’s Report Card: (4)"Families that are Safe, Stable and Nurturing."
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, Contra Costa County will not be able to reach as many older adults who may benefit from services.
