RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with R-Computer, Inc. in an amount not to exceed $160,000 for the period of June 17, 2024 through June 16, 2027, and a software license and maintenance agreement with Foxit Software Incorporated for the license of PDF editor software.

 

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $160,000 over a three-year period and will be funded by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

Contra Costa Health (CCH) aims to replace its Adobe Acrobat Pro software with Foxit PDF Editor due to the end-of-support status of Adobe Acrobat Pro. Foxit PDF Editor provides similar functionalities at a lower cost and is an essential tool for creating, modifying, organizing, and managing PDF files. On May 22, 2024 the Purchasing Agent approved the use of R-Computer, Inc.

 

Under the Foxit Software License and Maintenance agreement, Foxit's liability is limited to the amounts County actually has paid under the agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this action would disrupt the daily work of many users relying on a PDF editor for managing their work files.
