RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute individual contracts with Terri Oyarzun (dba Goats R Us) in the amount not to exceed $1,500,000 and Paradise Grazing Co. in the amount not to exceed $500,000, to provide on-call grazing services for vegetation management, for the period of May 12, 2026 through May 11, 2029, Countywide.

 

FISCAL IMPACT:

100% Flood Control District and General Funds.

 

BACKGROUND:

The Contra Costa County Public Works Department (County) maintains over 650 miles of roads, 79 miles of creeks and channels, 29 detention basins and dams, and over 150 County buildings throughout Contra Costa County.  

 

On November 12, 2025, the County issued a Request for Proposal (RFP) F-CONTR-0000000135 for grazing services for vegetation management. Five vendors responded and the County reviewed all submitted proposals and two were selected to provide the services: Goats R Us and Paradise Grazing Co.

 

The County will use the contract on an as-needed basis to supplement Public Works maintenance crews during routine and emergency vegetation management activities to comply with Fire District requirements and for locations where herbicide application and/or manual mowing is infeasible, not cost effective, or not allowed per environmental requirements.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract will prevent the County from completing routine and emergency vegetation management activities in a timely manner, particularly in areas where such services are deemed necessary to comply with Fire District requirements.
