Report Title: On-Call Environmental and Planning Contracts for the Airports Division

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Airports, or designee, to execute an on-call contract with Coffman Associates, Inc., effective September 15, 2026, through September 30, 2031, in an amount not to exceed $3,500,000, to provide on-call environmental and planning services for the Airports Division (Buchanan Field and Byron Airports). (District III and District IV, 100% Enterprise Fund)
FISCAL IMPACT:
No impact to the General Fund. The proposed contract will be funded by the Airport Enterprise Fund.
BACKGROUND:
The Airports Division manages the two County airports: Buchanan Field and Byron Airport. Because so many aspects of owning and operating airports is highly technical, Airports staff needs specialized assistance for aviation environmental and planning services on an on-call basis. In April of this year, the Airports Division, with assistance from the Design & Construction Division, undertook a Request for Qualifications (RFQ) process for professional aviation planning and environmental services. Three firms submitted Statements of Qualifications, and at the conclusion of the evaluation committee’s review, Coffman Associates, Inc., was determined to be the most qualified firm to provide the desired on-call services. To that end, Airports management is proposing to enter into a five-year on-call contract that is consistent with FAA guidance on selecting and contracting for professional planning and environmental consulting services.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving the proposed on-call contracts will result in the loss of needed consultant services and will lead to a delay in completing a multitude of airport initiatives and projects.
