RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a three-year Software Licensing Agreement with Improving Aviation, LLC, a Florida company, for use of the WindTL wildfire prediction software, in a form approved by County Counsel, in an amount not to exceed $150,000, effective June 15, 2025 through June 15, 2028, and to take all necessary actions to implement the Agreement, including optional training and support services as may be required for operational use.

FISCAL IMPACT:

100% Measure X Funding, Wildland Fire Mitigation Programs.

BACKGROUND:

The Contra Costa County Fire Protection District seeks to enhance its wildfire situational awareness and prediction capabilities by utilizing the WindTL software developed by Improving Aviation, LLC. WindTL uses advanced physics-based modeling and machine learning techniques to support real-time operational decisions related to wildfire ember spread and ignition probabilities.
Under the Agreement, the District will receive a non-exclusive, non-transferable license to use the software for internal purposes, including access to technical support under a Service Level Agreement (SLA). Optional services such as on-site or virtual training and custom development may be requested as needed.
The initial license includes a one-time deployment and onboarding fee of $3,000 and an annual fee of $15,000 for a single-user license.
