RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with the Antioch Community Foundation in an amount not to exceed $520,000 to provide local non-profit organizations serving East and Central Contra Costa County with support and funding for juvenile prevention, academic, and employment programs and services for the period of October 1, 2026, through September 30, 2028.


FISCAL IMPACT:
This contract is 100% State funded by the Juvenile Justice Crime Prevention Act.


BACKGROUND:
The Antioch Community Foundation (ACF) is an independent 501(c)(3) organization established in 2014 to strengthen communities in Antioch and throughout East and Central Contra Costa County. ACF supports local communities through the Antioch Fund and the Youth of Promise Fund, providing grants to nonprofit organizations that serve youth, families, and vulnerable populations.

Under this contract, ACF manages the Youth of Promise Fund, including the grant application process and the award of mini-grants to nonprofit organizations serving East and Central Contra Costa County. These grants support programs that help prevent youth involvement in the juvenile justice system and provide positive, supportive opportunities for youth who are already involved in the justice system. Funded programs may include academic support and tutoring, mentoring, leadership development, prevention activities, and youth employment.

Through these investments, ACF helps local organizations expand opportunities for young people, strengthen families, and address community needs.
