Report Title: Execute contract with Kimley-Horn to prepare the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with Kimley-Horn in an amount not to exceed $500,000, for a period from September 15, 2026, through September 15, 2028, to prepare the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study to evaluate the feasibility of enhanced bicycle and pedestrian facilities along the San Pablo Avenue corridor between Richmond Parkway and the Pinole-Hercules city limit.
FISCAL IMPACT:
Funding for Kimley-Horn to conduct the study will come from the following sources:
Grant award from the Metropolitan Transportation Commission – Regional Measure 3, Safe Routes to Transit and Bay Trail (“SR2TBT”) Program for $425,000;
Local match from the County’s Measure J fund for $50,000: and
Local match from the City of Pinole for $25,000.
Staff time is included in existing work plans and budgets.
BACKGROUND:
After releasing a request for proposals and reviewing the proposals received, the Department of Conservation and Development (“DCD”) selected Kimley-Horn, a transportation planning/traffic engineering consultant firm, to conduct the San Pablo Avenue Enhanced Bicycle and Pedestrian Gap Closure Study (“Study”), in collaboration with the City of Pinole. The Study will evaluate transportation conditions on the San Pablo Avenue corridor between Richmond Parkway and the Pinole-Hercules city limit (“Study Corridor”) and explore opportunities to install enhanced bicycle and pedestrian facilities, including separated bicycle lanes.
