To: Contra Costa County Housing Authority Board of Commissioners
From: Joseph Villarreal, Executive Director
Report Title: Approve New Classification of Executive Assistant - Exempt
Recommendation: Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE a new, FLSA Exempt classification of Executive Assistant with a five percent (5%) increase between steps: Step 1 through Step 5 ($6,570.16 - $7,986.07).
BACKGROUND:
The Authority currently has three clerical classifications - Office Assistant I/II and Senior Office Assistant. Due to the ongoing need for confidential support for department directors, the Authority requires full-time Executive Assistants to provide administrative support and handle sensitive and confidential information involving areas such as labor-management relations, litigation, staffing and disciplinary actions.
Over the past years, the Authority has periodically hired temporary staff to provide support with these duties and special projects. However, the Authority now requires a full-time Executive Assistant to consistently assist Department Directors.
The job description for the Executive Assistant-Exempt position is attached. The proposed classification and salary were developed based on a review of salaries in the area.
FISCAL IMPACT:
Funding for this position has been approved by the Board in the Authority’s current budget.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the action, the Housing Authority would be unable to employ permanent staff and will continue to utilize a temporary staffing agency to provide administrative support to the Authority.
