RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a License Agreement with Seecon Commercial, LLC for the use of 29 parking spaces located in the parking garage at 1401 Willow Pass Road in Concord for a one - year term with four, one-year renewal options and monthly license fees in the first year in the amount of $1,450.00.

FISCAL IMPACT:
Licensee fees will be funded 100% by The Mental Health Realignment Fund (Cost Center #5999)

BACKGROUND:
Contra Costa Behavioral Health Services operates three adult programs (Central Adult Mental Health, Forensic Mental Health, and Vocational Services) on the 1420/1430 Willow Pass Road campus. These programs use a fleet of 29 County vehicles to support psychiatric and outpatient services, medication management, individual therapy, case management, and Full Service Partnership (FSP) services within the community. Due to the location's open parking and heavy traffic in the area, these vehicles are frequently vandalized, resulting in significantly increased repair and rental expenses. In addition to immediate repair costs, Behavioral Health is incurring indirect costs from service delays and last-minute vehicle rentals. This situation is not only financially unsustainable but also affects the ability to provide uninterrupted service to clients. Vandalized vehicles must be pulled from operation, causing unexpected gaps in service availability, disrupting appointment schedules, and undermining client trust and continuity of care. County fleet repair costs have exceeded $100,000 in 2024 alone. A License Agreement to use the parking garage at 1401 Willow Pass Road in Concord would provide secure, covered parking to protect these fleet vehicles.
