RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Tumbleweed Press Inc. subject to Tumbleweed Press’ Terms of Use, in an amount not to exceed $5,450 for the renewal of the TumbleBookLibrary subscription, for the period July 11, 2024, through July 11, 2025.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

The Library Department has used and continues to use the TumbleBookLibrary subscription for its patrons. TumbleBookLibrary is a curated database of children’s ebooks and has over 1100 titles for grades K-6. It includes unique animated, talking picture books, read-along chapter books, non-fiction books and videos, curated playlists, as well as books in Spanish and French, and features Graphic Novels. Subscriptions are easy to use and include tools to simplify kids’ access from home as well as from the Library. There are no check-out times or wait lists: the books are always available.  It’s a great resource for tech-savvy kids and teaches them the joy of reading.

 

The terms and conditions include limitation of liability provision which provides that the subscription is an “as is” purchase, and provides that the vendor’s liability is limited to only refunding the Library at a pro rata amount of the subscription in the event of termination of access to the content. The Terms of Use have been approved by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons access to this extensive collection of books, videos and graphic novels.
