Report Title: APPOINTMENT to vacant seat on the Transitional Community Advisory Board

RECOMMENDATIONS:
APPOINT Antwanisha Hicks to the vacant member seat on the Transitional Community Advisory Board, as recommended by the Equity Committee.

BACKGROUND:
On 8/12/25, the Board of Supervisors (BOS) approved the final implementation plan for the African American Holistic Wellness and Resource Hub (AAHWRH). At that time, the BOS approved the establishment of the Transitional Community Advisory Board (TCAB) for AAHWRH. TCAB’s task is to review and provide feedback on the eligibility and selection criteria for: (1) the Implementation Lead entity; (2) the Executive Director; (3) the Board of Directors; (4) the Community Council. The advisory body will also support the outreach and recruitment efforts for interested and qualified candidates for all positions and roles described above. Members of the Body appointed by the Board of Supervisors shall serve until the TCAB sunsets its operations, tentatively scheduled for January 2027.
On 10/21/25, item C.14, the BOS approved the appointment of thirteen (13) community members to the TCAB. A vacancy occurred with the resignation of Dr. LeJon Payne, which was posted by the Clerk of the Board on 4/27/26, item C.15. Subsequently, the TCAB Chair and Vice Chair recommended moving Antwanisha Hicks from an alternate seat to a member seat. The Equity Committee approved the TCAB recommendation of Antwanisha Hicks for the vacant member seat.
This action is to approve the appointment to the seat.
CONSEQUENCE OF NEGATIVE ACTION:
If action is not approved, the seat will remain vacant on the Transitional Community Advisory Board which may impact quorum.
