RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff-Coroner, a purchase order with QA Group, LLC d/b/a Quantum Analytics, in an amount not to exceed $35,000, to provide Hydrogen Generators that are used in tandem with the Gas Chromatograph Mass Spectrometer Flame Ionization Detector used by the Office of the Sheriff Forensic Services Division the period April 1, 2026 through March 31, 2027.
FISCAL IMPACT:
Approval of this request will result in an expenditure not to exceed $35,000 and will be funded 100% by Grant Funding.
BACKGROUND:
Quantum Analytics offers a hydrogen gas generator that is designed to provide gases that are critical in the analysis of forensic alcohol samples by Gas Chromatograph Mass Spectrometer Flame Ionization Detector Instruments used in the Alcohol unit. The generators will allow the Forensic Services Division to generate gas on an as needed basis and eliminate the need to purchase compressed gas cylinders.
The Terms & Conditions include limitation of liability and indemnification from the County to QA Group, LLC.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, then the laboratory will be unable to produce gases needed and will impact the ability to complete the analysis of samples which will increase the amount of time to provide forensic alcohol results.
