RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract amendment, effective February 1, 2025, with Empowered Aging to increase the payment limit by $52,698 to a new payment limit not to exceed $746,825 for additional Long-Term Care Ombudsman Services pursuant to the Older Americans Act with no change to the term through June 30, 2025.
FISCAL IMPACT:
$52,698.00: 85% State, 15% Federal; State amount ($44,793) is funded through funds from the California Department of Aging (State Ombudsman Program, State Public Health Licensing and Certification Program, Health Facilities Citation Penalties Account, and Skilled Nursing Facility Quality and Accountability Funds); Federal amount ($7,905) is funded by Federal Older Americans Act (OAA) funds. All of which is budgeted in FY 2024-25.
BACKGROUND:
Empowered Aging provides Long-Term Care Ombudsman services to seniors and disabled adults in Long-Term Care facilities. Services include mediation and conciliation services in the resolution of inquiries and complaints from older, long-term care residents and patients, establishment of family councils for support of families of long-term care facility residents, and investigation of reports of physical abuse of all dependent adult and elder residents of long-term care facilities. They also provide advocacy services and educational resources to empower residents, their families, and the aging community at large.
