Report Title: Design Build Procurement for the Upgrade Nurse Call System at CCRMC

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director to issue a Request for Qualifications (RFQ) and a Request for Proposals (RFP) for the selection of a Design-Build entity for the Upgrade Nurse Call System at CCRMC project located at 2500 Alhambra Avenue, Martinez.
The Statement of Qualifications will be due to be received on or about April 9, 2026, and upon selection of shortlisted Design-Build entities, the Request for Proposals (RFP) will be issued on or about April 29, 2026 and proposals due on or about June 18, 2026. RFP addenda, as needed, for clarification of RFP documents, will be issued provided that the changes do not significantly increase the construction cost estimate.
FISCAL IMPACT:
There is no immediate fiscal impact from these actions. The selection of the Design-Build entity and the awarding of the Design-Build Stipulated Sum Contract will be presented to the Board for approval at upcoming meetings.
The Upgrade Nurse Call System at CCRMC project has a preliminary construction estimate of $3.84 million. The total construction cost (100%) is expected to be covered by Enterprise 1 funding source.
BACKGROUND:
Contra Costa Regional Medical Center is a full-service County hospital and offers a complete array of patient-centered health care services. The building is a 6-story, approximately 200,000 square feet, 164-bed hospital. The existing nurse call system is original to the building designed in 1997. The system is obsolete and parts are no longer available. When the system fails, it creates lengthy repair times and impacts patient care and safety.
