I. PROJECT SUMMARY
This is an appeal of the Zoning Administrator’s approval of a Kensington Design Review Development Plan for construction of a new single-family residence and detached garage on a vacant lot. The project includes variances to allow reduced front yard setbacks for a detached garage and retaining wall. The project also includes a Tree Permit for the prior removal of a code-protected Coast Live Oak tree.
II. RECOMMENDATION
Department of Conservation and Development, Community Development Division (CDD) staff recommends that the County Planning Commission:
DENY the appeal filed by Jiawen Chen and Hanqing Zhao.
FIND that the project is categorically exempt from CEQA under Section 15303(a) of the CEQA Guidelines.
APPROVE Kensington Design Review Development Plan CDDP23-03009 for construction of a new single-family residence and detached garage that has a gross floor area of 3,293 square feet, including variances for a 5-foot front yard setback (where 20 feet is the minimum required) for t...
