Report Title: Exemplar Analytics Corp Renewal

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Exemplar Analytics Corp in an amount not to exceed $1,116,000 to provide case management and eligibility reports related to EHSD's program requirements and compliance with state and federal regulations for the period July 1, 2026, through June 30, 2029.
FISCAL IMPACT:
54% Federal, 38% State, 8% County General Fund; of which 32.26% will be budgeted in FY 26-27, 32.26 % will be budgeted in FY 27-28 and 35.48% will be budgeted in FY 28-29.
BACKGROUND:
The Employment and Human Services Department (EHSD) seeks to continue using Exemplar Analytics Corp's Performance Management Consulting and Analytic Services. EHSD is working to better serve clients and constantly improve operations through improved monitoring of program operations and reporting of key performance activity and trends. Exemplar specializes in the development and delivery of operational analytics: select metrics culled from large complex data stores that provide critical performance information.
Exemplar interfaces with EHSD systems and distributes case management and eligibility reports to EHSD daily. These reports highlight any cases that require attention and alert the worker, enabling proactive and immediate action by staff assigned to cases, thereby ensuring better compliance with state and federal mandates.
Exemplar's experience and understanding of program operation challenges, combined with expertise working with various data systems used across county government agencies (including CalSAWS), makes them uniquely qualified to assist Contra Costa County.
