RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Clerk-Recorder, or designee, to execute a contract amendment with DMT Solutions Global Corporation (dba Bluecrest) to increase the payment limit by $638,700 to a new payment limit of $1,100,000 for the purchase, maintenance, and installation of Relia-Vote 360 Software on the Relia-Vote Vantage System mail election ballot sorter, with no change to the term.

 

FISCAL IMPACT:

$181,839 (100% Technology Fund).

 

BACKGROUND:

The Department contracted with DMT Solutions Global Corporation (dba Bluecrest) in October 2019 to purchase the Relia-Vote Vantage System mail ballot sorter for accurate and timely processing of vote-by-mail ballots, as required by Uniform Vote Counting Procedures. The system scans and captures VBM envelope signatures, sorts them for verification using barcode tracking, then re-sorts and opens them for ballot extraction.  

 

In 2019, the original contract had a payment limit of $461,300. Annual licensing and maintenance of the system is $58,009, plus subsequent upgrades made to the system since its purchase. Expenses against the contract to date total $918,160.97. The contract renews automatically each year until termination.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The Department will be unable to continue utilizing and maintaining its mail ballot envelope scanning and sorting capability, delaying the processing of mail ballots and election results. The Department would be required to obtain an alternate solution, resulting in a substantial investment in time and resources.
