RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-903-1 with Discount Courier Services, Inc., a corporation, in an amount not to exceed $1,200,000 to provide transportation and courier services of laboratory specimens, pharmaceutical products, and medical supplies for Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period December 1, 2025 through November 30, 2027.

FISCAL IMPACT:
Approval of this Contract will result in annual budgeted contractual service expenditures of up to $1,200,000 over a two-year period and will be funded 100% by Hospital Enterprise Fund I revenue.

BACKGROUND:
Contractor provides routed courier services and on demand courier services twenty-four (24) hours per day seven (7) days per week to CCRMC and Contra Costa Health Centers. Contractor provides qualified vehicles and California-licensed drivers to pick up, transport, and deliver laboratory specimens, transmittals, pharmacy medications, and other items. Contractor provides vehicles, equipment, and facilities that meet the construction, safety, sanitary, and other standards prescribed by the statutes and administrative regulations of the State of California, and by the applicable ordinances and regulations of local governmental agencies and entities.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Follo...
