RECOMMENDATIONS:
RESCIND Traffic Resolution No. 1991/3451 and ADOPT Traffic Resolution No. 2026/4550 to establish speed limits on Pacheco Boulevard (Road No. 3915C), as recommended by the Public Works Director, Martinez/Pacheco area. (District V)

FISCAL IMPACT:
No fiscal impact

BACKGROUND:
Pacheco Boulevard is designated as a minor arterial roadway by the Federal Highway Administration. Under this classification, any speed limit lower than the prima facie 65-mph limit must comply with the standards of the California Manual on Uniform Traffic Control Devices (CA MUTCD) and California Vehicle Code (CVC) Section 22358. These requirements mandate the completion of an Engineering and Traffic Survey (E&TS) to determine an appropriate speed limit.
An E&TS was conducted on June 10, 2025, and July 1, 2025, following established traffic engineering practices, covering five segments of Pacheco Boulevard. Based on the findings, the Traffic Engineer recommends the following posted speed limits:

* 40 mph on Pacheco Boulevard from Potter Street easterly to Morello Avenue.
* 30 mph on Pacheco Boulevard from Morello Avenue easterly to Arthur Road.
* 35 mph on Pacheco Boulevard from Arthur Road southerly to the Martinez City Limit at Sunrise Drive.
* 35 mph on Pacheco Boulevard from approximately 250 feet south of Arnold Drive southerly to First Avenue North.
* 30 mph on Pacheco Boulevard from First Avenue North southerly to Second Avenue South near the Pleasant Hill City Limit.
The Board of Supervisors will rescind Traffic Resolution No. 1991/3451, which established previous speed limits on Pacheco Boulevard.
