RECOMMENDATIONS:

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract amendment with the California Department of Food and Agriculture to increase the amount payable to the County by $17,942 to a new payment limit of $851,378 for continued pest detection and trapping, with no change to the term of July 1, 2023, through June 30, 2024.


FISCAL IMPACT:

This amendment will increase the original amount of the agreement by $17,942 for a new total not to exceed $851,378 for the continuation of pest detection and trapping services. This revenue has been budgeted in FY 23/24. (100% State, No County Match)


BACKGROUND:

The County shall provide for the placement and servicing of traps for the detection of exotic insect pests, which are considered hazardous to agriculture and the economy of California. The insects may include but are not limited to the Mediterranean Fruit Fly, Mexican Fruit Fly, Oriental Fruit Fly, Melon Fly, Gypsy Moth, and Japanese Beetle. This agreement includes delimitation work associated with the detection of one or more life stages of target pests in the County, which involves placement of additional traps around the detected pest(s) to determine the severity of the infestation. The County has already had three Oriental Fruit Fly delimitations, causing an increase in workload. California Department of Food and Agriculture's has increased funds to cover the additional workload for Oriental Fruit Fly delimitations.

The original contract was approved by the Board of Supervisors on February 6, 2024, for a payment limit of $833,436. The service term remains unchanged: July 1, 2023, through June 30, 2024. This agreement includes an...
