RECOMMENDATIONS:

ADOPT a Resolution to RATIFY the Employment and Human Services Director's execution of a revenue agreement amendment with the California Department of Aging, to extend the term through September 30, 2026, with no change to grant amount of $1,091,948 for the CalFresh Healthy Living Supplemental Nutrition Assistance Program in Contra Costa County, for the term October 1, 2022, through September 30, 2026.

FISCAL IMPACT:

100% Federal, all of which was budgeted in FY 24-25 and is budgeted in FY 25-26, via agreement CF-2223-07.

BACKGROUND:

As a result of Federal budget cuts, ongoing funding for the program terminated effective October 1, 2025. On August 28, 2025, California Department of Aging (CDA) notified the Employment and Human Services Department (EHSD), Area Agency on Aging (AAA) that one-time only funding may be available in November 2025. To receive that funding, AAA was required to submit a signed agreement by September 26, 2025. This action seeks to ratify the EHSD Director's execution of State Agreement amendment CF-2223-07-A4 with the CDA.

Supplemental Nutrition Assistance Program - Education (SNAP-Ed) is part of the CalFresh Healthy Living Program in California which is funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services.
