PUBLIC PROTECTION COMMITTEE
Meeting Date: July 21, 2025

Subject: Juvenile Justice Coordinating Council Annual Update
Submitted For: Esa Ehmen-Krause, Chief Probation Officer
Department: Probation
Referral No: n/a

Presenter: Chief Esa Ehmen-Krause

Contact: Deborah Caldwell 925-313-4188

Referral History:

On February 13, 2018, the Board of Supervisors referred to the Public Protection Committee (PPC) a review of the production of the County's Multi-Agency Juvenile Justice Plan.  Submittal of this plan is a condition of receiving annual Juvenile Justice Crime Prevention Act (JJCPA) and Youthful Offender Block Grant (YOBG) funds.

In 2018, the PPC accepted an introductory report on the County's Multi-Agency Juvenile Justice Plan, including a summary of the Juvenile Justice Commission (JJC), the Delinquency Prevention Commission (DPC) and the Juvenile Justice Coordinating Council (JJCC). During the meeting, the Committee noted that the County has two advisory bodies that are charged with similar duties; specifically, the DPC and the JJCC.  They directed staff to return to the Board of Supervisors to combine the functions of the DPC and JJCC.

On December 4, 2018, the Board of Supervisors introduced Ordinance 2018-30, which dissolved the DPC and adopted Resolution 2018/597 increasing the size of the JJCC to 19 members and designating the JJCC the body to coordinate county-wide juvenile delinquency prevention activities. The adoption of the ordinance and resolution effectuated the dissolution of the DPC.

Referral Update:

The attached presentation and oral presentation of the materials by the Probation Department at this meeting will provide an update of the JJCC and the JJCPA and YOBG budgets.
