RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to terminate, effective January 31, 2026, an existing contract with Ordo Inc. and execute a contract with Elior, Inc. dba TRIO Community Meals, LLC in an amount not to exceed $1,152,598, to provide vended meal and snack services to the County's Early Childhood Education programs for the term February 1, 2026, through January 31, 2027.
FISCAL IMPACT:
51% State, 49% Federal, which is budgeted in FY 25-26 and will be budgeted in FY 26-27.
BACKGROUND:
The Employment and Human Services Department (EHSD) is seeking to enter into a contract with Elior, Inc. dba TRIO Community Meals, LLC to provide daily nutritional meals for children aged 0-5 in the County's Early Childhood Education programs. This contract aligns with the Head Start Performance Standards and the Child and Adult Care Food Program (CACFP), which require programs to provide nutritional meals and snacks to enrolled children to support their growth, development and learning.
In April 2025, EHSD issued a Request for Proposal (RFP) 1222 to identify qualified agencies with experience in providing vended meal services for children aged 0-5. Ordo Inc., was initially awarded a contract for $1,146,366 for the term August 1, 2025, through June 30, 2026. Due to complaints of service and quality of meals, EHSD seeks to terminate the contract (38-124-0) with Ordo, Inc., effective January 31, 2026, and subsequentially award the next qualified respondent to RFP 1222, Elior, Inc. dba TRIO Community Meals.
