RECOMMENDATIONS:
APPROVE and AUTHORIZE the County Administrator, or designee, to enter into a contract amendment with Ernst & Young, LLP for consulting services for grant reimbursements submitted to the State of California under SB 844 for the West County Reentry, Treatment and Housing project extending the termination date from December 31, 2025 to December 31, 2027, with no change to the payment limit.
FISCAL IMPACT:
There is no fiscal impact associated with this action, there is no change to the original contract payment limit of $350,000.
BACKGROUND:
On February 7, 2017 the Board approved Resolution 2017/44 authorizing the submission of a grant application for SB 844 funding to support the construction of the West County Reentry, Treatment and Housing (WRTH) project. The County was ultimately awarded $70 million under SB 844 to support the WRTH project that requires significant filing and audit requirements.
Ernst & Young, LLP were contracted to perform that work upon approval from the Board of Supervisors on September 13, 2022. The reporting requirements the State under SB 844 will be ongoing for the lifespan of the bond sale.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract amendment is not approved, the County will no longer have consulting services for State reporting requirements to the State of California under SB 844 for the WRTH project.
