Report Title: Seneca Family of Agencies

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Seneca Family of Agencies in an amount not to exceed $375,000 to provide comprehensive visitation services through the East Bay Visitation Center for the period July 1, 2026, through June 30, 2027.
FISCAL IMPACT:
70% State, 30% County; all of which is budgeted in FY 26/27.
BACKGROUND:
Seneca Family of Agencies was selected through a joint the competitive bid procurement process conducted by the San Francisco Human Services Agency with the Children and Family Services (CFS) Bureau under Request for Proposal (RFP) 1207 and Contra Costa County RFP 1234.
The East Bay Visitation Center is a collaborative partnership between Seneca Family Agencies, the City and County of San Francisco, and Contra Costa County. To the greatest extent possible, services will be aligned between the two counties while allowing each county to meet its individual program and contractual requirements. Seneca Family of Agencies will maintain separate contracts with each county.
This contract will enable CFS to comply with mandated court-ordered visitation requirements, use supervised visitation as an opportunity to build parental capacity and strengthen family relationships, and support successful reunification and permanency outcomes for children and youth in foster care.
CONSEQUENCE OF NEGATIVE ACTION:
Should the proposed action not be approved by the Board of Supervisors, foster youth would be at risk of experiencing disruptions to receiving high-quality, regular visitation with family.
