On behalf of the AAA staff and the ACOA, Tracy thanked Jill Kleiner for her phenomenal job as  
President of the ACOA.  
One Time Only (OTO) funding was just announced. The total amount available for distribution  
is approximately $600,000. The AAA will finalize allocations in the next week and notify  
providers to amend contracts.  
Tracy reported that Meals on Wheels of Contra Costa (MOWCC), a nonprofit organization that  
raises funds for home delivered meals programs, made the decision in October 2024 to vacate the  
AAA seat on their Board of Directors. At the same meeting they discussed updating their bylaws  
so that the AAA would no longer be listed as a community partner. These actions will have an  
impact on the number of meals that the AAA can provide, and a reduced meal count will be  
noted on the Area Plan that the Advisory Council will consider in March of 2025.  
Tracy introduced Alicia Espinoza, Program Manager of the AAA who reviewed RFP 1212  
Measure X Organizational Capacity Building timeline.

Julie reported adding 10 new members, updated interview questions, still needs representatives  
from the City of Pittsburg, San Pablo, San Ramon and Clayton. Orientation scheduled for  
January 30th. Thank you Marilyn for becoming Kathryn Monroy-Dexter's buddy  
Planning: Candace Evans  
On December 5, revisited Ambrose Community Center to bring Information and Resources to  
the Seniors  
Health & Elder Abuse Prevention: Terri Tobey/Michael Wener  
Michael reported committee has 7 members, “Aging in Place” brochure being reviewed.  
Upcoming speakers: Dr. David Padgett – physiatrist, Tom Lang, Alan Goldhammer, and Brian  
O’Toole  
Housing: Kevin Donovan  
Next meeting is on Monday, January 13. Presenter will be Joseph Villareal, Director of the  
County's Housing Authority. Currently presenting the "No Place to Call Home" powerpoint  
throughout the County to raise awareness of homelessness and the need for more affordable  
housing.  
Legislative: Shirley Krohn  
Steve’s proposal to the California Senior Legislature (CSL) for Brown Act adjustments is  
waiting to be picked up by an elected official. Shirley was re-elected to lead the CSL  
Assemblymembers  
Technology: Steve Lipson  
The committee talked about Artificial Intelligence (AI). Networking with other support/allies to  
gain support for Brown Act proposal  
Transportation: Jim Donnelly  
COVID Impact Survey still needs responses. Accessible advisory council of Contra Costa Transit  
Authority being formed. Candace will take over as Chair in January

Jill discussed ACOA Training requirements, Committee Assignments, 2024 Annual Report for  
the Board of Supervisors. Due to four absences in this calendar year, Michael Rigsby was  
“deemed voluntary resigned”.

Persons who wish to address the Advisory Council on Aging during public comment on matters within  
the jurisdiction of the Council that are not on the agenda, or who wish to comment with respect to an  
item on the agenda, may comment in person, via Zoom, or via call-in. Those participating in person  
should speak when called upon by the chair. Those participating via Zoom should indicate they wish to  
speak by using the “raise your hand” feature in the Zoom app. Those calling in should indicate they  
wish to speak by pushing * 9 on their phone. All public comments will be limited to 2 minutes per  
speaker.  
The Contra Costa County Advisory Council on Aging is appointed by the Board of Supervisors to  
advise the Area Agency on Aging on all matters related to the development and administration of the  
annual Area Agency Plan and operations conducted thereunder, in accordance with mandates from the  
Older Americans Act. Any comments or recommendations made by the Council or its individual  
members do not represent the official position of the County or any of its officers.
