RECEIVE 2023 Annual Report and Presentation on the East Contra Costa County Habitat  
Conservation Plan (ECCHCP)

Attachments:  
The Committee commended East Country Costa Habitat Conservancy for its exemplary  
performance and highlighted the endowment managed by the East Bay Regional Park  
District Foundation. The Committee discussed real estate prices and interest rates, Abby  
Fateman described the opportunistic nature of acquisitions and fluctuations in seller  
interest. Fateman noted the support from East Bay Regional Park District and Save  
Mount Diablo.  
The Committee ACCEPTED the report.

ACCEPT the Annual Road Report for Calendar Years 2022 and 2023 dated June 2024, and  
DIRECT staff of the Director of Public Works to submit the report to the Board of  
Supervisors.

Attachments:  
The Committee discussed the increase in fatalities and accidents, with queries about  
possible causes. Jerry Fahy attributed the rise to more people driving post-COVID and  
increased frustration leading to unsafe driving. Staff noted this trend is nationwide, with  
distracted driving being a major factor. The Committee expressed concern over the high  
number of fatalities and highlighted the importance of the Vision Zero initiative. They  
discussed the challenges of maintaining extensive roadways and meeting pavement  
condition index (PCI) goals, with issues stemming from limited funding. The need for  
defensive driving and personal responsibility was stressed. Staff noted prior BOS support  
of speed camera legislation and suggested a reexamination of that approach. An initial  
step of compiling data on high-collision areas was suggested and was supported by the  
Committee. The Committee emphasized collaboration with the CHP and integrating  
these efforts into the Vision Zero process.  
The Committee ACCEPTED the Annual Road Report.

Legislative and Planning Activities

Mark Watts provided a legislative update including discussions of ACA 1 & 10 (Local  
government financing: affordable housing and public infrastructure: voter approval).  
The Committee ACCEPTED the report.

The Committee ACCEPTED the report commenting on the advancements in  
transportation, highlighting the implementation of driverless cars and autonomous  
vehicles in the county and praising projects such as one-seat rides and autonomous  
vehicle demonstrations.
