P.1. County Update, Supervisor John Gioia

Supervisor John Gioia office shared updates on several key projects, including the repair of Wildcat  
Canyon Road and recently completed drainage improvements on Clark Road. Efforts are underway to  
secure garbage rate relief for residents affected by service disruptions. Preparations for wildfire season  
continue, including a grant application to fund a shaded fuel break near Tilden Park. The office is also  
reviewing ongoing concerns around the Sheriff’s Office cooperation with ICE, with further policy  
clarification anticipated.  
P.2. Sheriff’s Office Bay Station Update, Lt. Fitzgerald

Lieutenant Brian Fitzgerald from the Contra Costa County Sheriff’s Office provided an update on law  
enforcement activity, reporting 717 calls for service and 54 incident reports. He highlighted issues such  
as vehicle and residential burglaries, vandalism, and a recent case involving an assault weapon. He  
encouraged public participation in the upcoming Citizens Academy; a six-week educational program  
offered by the Sheriff’s Office.  
P.3. Contra Costa County Fire Protection District Update, Michelle Rinehart

Michelle Reinhart provided updates on local fire mitigation efforts, including LRA hazard maps, goat  
grazing, and community chipping days. She noted that a $950,000 grant application was submitted for a  
shaded fuel break project in East Richmond Heights. She also discussed the importance of community  
engagement and referenced SB 131, a state bill to streamline CEQA for fire mitigation projects.

P.5 Scheduled Fees Presentation, Contra Costa County Environmental Health

Nicole Soto from Contra Costa Environmental Health presented on the Farmers Market Program,  
describing various permit types for vendors, including agricultural and non-agricultural permits, and  
Temporary Food Facilities (TFFs). She shared that a new fee schedule was approved by the Board of  
Supervisors and highlighted an ongoing partnership with Contra Costa Health Plan to provide health  
education at local markets.  
P.6 West County Wastewater Sewer Lateral Compliance, Judy Chen

Judy Chen explained West County Wastewater’s sewer lateral compliance program, which ensures  
property owners maintain and repair private sewer laterals to protect public health and the environment.  
The agency offers up to $4,500 in incentives for repairs in high-infiltration areas, with possible  
expanded rebates for low-income homeowners. The council and public posed questions about eligibility  
and program administration.

Discussion Items: DI. Development plan applications, variance reports, building  
modification requests, appeals etc., received in the previous month from the Contra Costa  
County Conservation and Development Department and Notices of Public Hearing

Council members and attendees discussed a range of topics. Concerns were raised about the Sheriff’s  
cooperation with ICE, with suggestions to write a letter supporting stronger local protections and  
possibly a separate letter to the Sheriff’s Office.

Public comments also addressed traffic safety during protests, the need for tree maintenance, and  
concerns about budget cuts impacting community services. A proposal to turn a local dead-end street  
into a community parklet received support.

Agenda Items / Speakers for Upcoming ESMAC Meetings

The council identified several future agenda topics, including presentations from the Center for Elders’  
Independence (CEI), the California Highway Patrol (CHP) regarding traffic safety on San Pablo Avenue,  
and a discussion on the county’s cooperation with ICE. Additional suggestions included addressing the  
loss of SOS services, the impact of Senate Bill 627 on ICE agent anonymity, and traffic calming needs  
on Dan Road.  
The next meeting is currently scheduled for September 10, 2025

The Council will provide reasonable accommodations for persons with disabilities planning to attend  
the Council meetings. Contact the staff person listed below at least 72 hours before the meeting. Any  
disclosable public records related to an open session item on a regular meeting agenda and distributed  
by the County to a majority of members of the Council less than 96 hours prior to that meeting are  
available for public inspection at El Sobrante Library (4191 Appian Way, El Sobrante, CA 94803)  
during normal business hours. Staff reports related to items on the agenda are also accessible online at  
paused while a fix is attempted. If the connection is not reestablished, the Council will continue the  
meeting in person without remote access. Public comment may be submitted via electronic mail on  
agenda items at least one full work day prior to the published meeting time.
