P.1. County Update, Supervisor John Gioia

Ronnie Mills, representing Supervisor Gioia’s Office, provided a county update highlighting progress on  
the new countywide Noise Ordinance, which will restrict outdoor amplified sound and construction  
noise. The ordinance aims to limit outdoor sound after 10 PM on weekends and 8 PM on weekdays. The  
update also included information about the final Community Impact Town Hall, scheduled for Thursday,  
where residents can share priorities for allocating $1 million in local funding.

Contra Costa County Fire representatives discussed local fire safety efforts and emphasized the  
importance of residents registering for emergency alert systems. A resident raised concerns regarding a  
fire-prone property on Mifflin Road that has experienced multiple fires caused by unhoused individuals.  
The Fire Department suggested a letter-writing campaign to the property owner and coordination with  
the Building Department to mitigate the hazard. Additional discussion covered vegetation management  
challenges and the need for inter-agency coordination to address overgrowth and improve defensible  
space in fire-prone areas.

P.5 San Pablo Dam Road Safety Improvements, Contra Costa County Traffic Engineering

Fernando Valdez from the County’s Traffic Engineering Division provided an update on San Pablo Dam  
Road safety improvements, including recent sidewalk and pavement rehabilitation projects. Plans for a  
proposed road diet and pedestrian crosswalk installations were reviewed, along with traffic signal  
criteria and funding challenges. Council members discussed potential pedestrian crossings near La  
Cheim School and traffic calming measures to enhance safety.  
P.6 Center for Elders' Independence-West County PACE Healthcare Center, Uche Uwahemu

Representatives from the Center for Elders’ Independence introduced the new West County PACE  
Healthcare Center, which now serves over 1,500 participants. The program provides comprehensive  
medical and in-home services to help older adults maintain independence. The capitated health care  
system ensures participants receive full coverage for care, regardless of location. Eligibility criteria  
include being 55 or older and close to nursing home-eligible status. Council members discussed  
community outreach and encouraged residents to share information about the program. CEI offered to  
send assessment teams for home visits upon request.

modification requests, appeals etc., received in the previous month from the Contra Costa  
County Conservation and Development Department and Notices of Public Hearing  
DI.1 - (Update) Countywide Noise Ordinance  
D.I.2 - County File Number: CDVR25-01044 (41 HELTSLEY PL, EL SOBRANTE, CA 94803) The  
applicant requests approval of a variance to allow a 12-foot secondary front setback (where 15 feet is  
the minimum required) to replace an existing deck.

A variance request was reviewed and approved for a property owner seeking to construct a  
deck within a setback area due to easement constraints. The improvement will replace an  
unsafe balcony and include the removal of Italian cypresses to reduce fire hazards and  
improve visibility.

Public comments included concerns about RV parking, a landslide on Melinda Road, and maintaining  
clear fire roads used for emergency access. Suggestions included contacting Code Enforcement for site  
review and safety remediation.

expressing gratitude to local law enforcement.

The Council discussed scheduling a future presentation by East Bay Regional Park District to address  
community feedback on the proposed Wildcat Canyon Bike Flow Trail.  
The next meeting is currently scheduled for November 12

The Council will provide reasonable accommodations for persons with disabilities planning to attend

disclosable public records related to an open session item on a regular meeting agenda and distributed  
by the County to a majority of members of the Council less than 96 hours prior to that meeting are  
available for public inspection at El Sobrante Library (4191 Appian Way, El Sobrante, CA 94803)  
during normal business hours. Staff reports related to items on the agenda are also accessible online at  
paused while a fix is attempted. If the connection is not reestablished, the Council will continue the  
meeting in person without remote access. Public comment may be submitted via electronic mail on  
agenda items at least one full work day prior to the published meeting time.
