Call to Order at 6:00pm. Board members present: Andy Cohan, Robert Durr, Dr. Vin Mathur,  
Linda Vaughn, Roger Guidi. Absent: Bruce Gekko, Linda Kralik  
County Reps present: Jeff Schultz (Blackhawk Police Chief), Carol Mascali (Supervisor  
Andersen’s Office), Tyler Hahn (CHP Officer)

Review and Approve Draft Record of Actions for August 12, 2025 meeting

Chief of Police Report: August 2025  
A. 496 Calls for Service: 3 Reports, 0 Felonies, 1 Misdemeanor  
B. Felonies:  
1. Stolen Vehicle – A stolen vehicle was identified and followed into BH Plaza. The  
occupant was subsequently arrested without incident. The presence of 4 police cars drew  
attention to the incident. Danville Police Department action – not Blackhawk Services.  
C. Misdemeanors:  
1. DUI – Male suspect was arrested for DUI during a suspicious vehicle contact and  
transported to the Martinez Detention facility.  
D. There were two arrests in August 2025 – listed above.  
E. Volunteers in Policing: 21 hours served by four volunteers.  
F. Blackhawk Police Services will host another clothing drive during the holiday season,  
currently scheduled for mid-November.  
Coffee with the Chief scheduled for September 17th (9:00am – 11:00am) @ corner of  
Blackhawk Drive & Blackhawk Meadow Dr.

CHP Report: August 2025  
August 208 crashes – over 183 are on freeways, 1 fatality – on private property. 40% hit and run  
accidents.  
2200 tickets mostly speed and distracted driving.  
CHP volunteers are driving in the area still, hopefully making a difference. School back in so  
officers busy watching other areas.  
680 had more crashes than 580 – believe it had to do with constructions and lane shifting.  
Homeowners Association Report:  
East Gate – new motor installed but computer does not talk with the new equipment. Waiting for  
the new board to arrive from overseas. On our 6th vendor in an attempt to replace ACS board.  
Traffic hazard when cars block the intersection to not wait through another light due to one lane.  
Clarisa Toth wanted to thank Chief and BH staff for their presence. Vacation checks and extra  
patrols to make citizens feel safe. She commends the Chief and his staff for their great work.

Blackhawk Country Club Report-none  
Old Business:  
A. Open P2A Position - 1 Alternate – Interview this month. If more are interested, please  
forward to Carol Mascali.  
B. Update on P2A Community Outreach – Linda Kralik was not in attendance. Robert Durr  
asked resident Judy-Lynn Kiersey who has relationships with realtors and the Blackhawk  
Women group to offer some insight. She suggested outreach at a Realtors Meeting. Blackhawk  
Women’s group has regular speakers at the luncheons and could assist with scheduling the  
presentation. January 14th @ noon is available. Follow-up with Ms. Kiersey. Perhaps the  
Boutique (craft fair in the Ballroom) would be a good event to attend. Having a vendor table to  
reach more than just Blackhawk Women’s group.  
C. Role of P2A & Parcel Tax Campaign – Dos and Don’ts of P2A Member engagement (see  
attached). Can engage as a “person” but with no association with this membership. Members  
cannot campaign. P2A members cannot gather AND talk about P2A business. Gather for  
personal business unrelated to P2A is ok. Follow The Brown Act rules at all times.

New Business:  
A. Develop plan for Parcel Tax Campaign  
- Develop outline defining goals & objectives  
- Update budget projections thru ‘32/’33  
Robert asked about financials from County to project future costs. Chief said budget isn’t  
very complex. New contract negotiations for the Police staff will occur in 2027. Andy Cohan –  
the projections and draft P2A member work will be discussed further.  
B. Define role and purpose of Blackhawk Police Department  
- 2 page/bullet points – Begin with what was provided to HOA during the presentation earlier  
this year. Andy Cohan to provide information. Revisit further next meeting.  
C. Interaction with HOA regarding Parcel Tax Campaign – tabled to next meeting.
