10:10 Health, Housing & Homeless (H3) Point-in-Time and Annual Report - Jaime Jennett,  
Community Engagement Specialist, Contra Costa Health Services. Provided an overview of the  
presentation.  
2023 Continuum of Car (CoC) Annual Report data showed that 14,002 households utilized  
services in 2023, a 28% increase since 2019.  
Main categories of services were Prevention & Diversion, Crisis Response, Permanent Housing.  
Older adults lowest utilizes prevention and diversion services and higher utilizes crisis response  
and permanent housing services.  
2024 Homeless Point in Time (PIT. Date for next canvass for counting the homeless is January  
30. The count for 2024 identified 2,843 people experiencing homelessness.  
CoC has three access points: 211, CORE, and Care centers.  
Vi-Spat Assessment Tool used for assessing vulnerabilities to identify and prioritize housing  
services for most at-risk individuals.  
Home Court is for infractions only (low level)  
11:00 Update: Brown Act and Housing Work Group Membership-Kevin Donovan, Chair  
Seven names received to volunteer for membership: Keven Donovan (Chair), Uche Uwahemu  
(co-Chair), Logan Robertson, Marilyn Fowler, Michelle Hayes, Victoria Snyder and Roger Boaz.  
Attendance required to meet quorum is four.

Report is complete and will be submitted prior to December deadline.

11:25 Update: Contra Costa Home Match - Logan Robertson, Associate Director  
Services reopened to West County. 150,000 mailers went out to West County seniors. The  
program will do an outreach push in San Ramon. Currently working on finding tenants for 3  
room in Concord, and 1 in El Sobrante.  
11:30 Review: Bay Area Housing Finance Authority (BAHFA) Annual Report - Kevin Donovan, Chair  
Report provided an update of affordable housing projects in the predevelopment stage requires  
funding to began construction.

11:40 Information Sharing/Announcements:  
Richmond Commission on Aging looking to plan a Housing Solution conference at Richmond  
Art Center or Community Center, possibly in April. The Commission is also hosting a Winter  
Ball in December.  
Area Agency on Aging has a new Program Manager, Alicia Espinoza, and a new HICAP  
Program Manager, Susan Jameson.

Next meeting is Monday, November 18.  
The guest presenter will be Executive Director of Contra Costa Housing Authority, Joseph  
Villarreal.
