New Business:
1. Process to get a Parcel Tax on the ballot
-Carol is formulating, with County Counsel and Elections Department, a template for our use if
we go forward with a parcel tax initiative. 4720 registered voters in the district and all registered
voters will get to vote regardless of ownership status. Residency and voter registration are the
only requirements. Carol will verify requirements to pass.
Costs are projected to be $2.50-$4 per voter to attach the proposal to a current election ballot.
The next cycle being March, June and Nov. 2028. This will cost approx. $19000. Alternatively, a
special election can be held at any time but will cost $11-14 dollars per voter or approx. $66000.
Once passed, the proposal can go into effect after certification which occurs 30 days after
election.
2. Judy stated another presentation to the Blackhawk women’s group is planned for Sept. Cox
mentions that HOA townhall would also be a good place to discuss potential Parcel Tax to
Blackhawk residents.
