Receive and approve the Record of Action for the May 15, 2024 MXCAB  
meeting.

The record of action for the May 15, 2024 MXCAB meeting was approved as received.

Vice Chair Rachel Rosekind discussed the formation of the Results Based Accountability  
Work Group. Several members expressed an interest in participating in the new work  
group.  
Four public comments were received during this item.  
Receive brief update from the Clerk-Recorder's Office on their department's  
Measure X allocations, including the Mapping Prejudice Project and the  
Diversity, Equity, and Inclusion in Democracy Initiative.

Joseph Barton (Records Archive Manager), Dawn Kruger (Community and Media  
Relations Coordinator), and Michael Corey (University of Minnesota) provided an update  
on the Mapping Prejudice Project to identify discriminatory and unlawful racial covenants  
in recorded documents.  
Receive presentation on policies and procedures for advisory boards and  
commissions (Lauren Hull, Senior Management Analyst, Clerk of the Board  
of Supervisors).  
Attachments:  
Lauren Hull (Senior Management Analyst, Clerk of the Board of Supervisors) provided an  
informational presentation on advisory body policies and procedures, including open  
meeting laws, conflict of interest policies, and training requirements.  
Two public comments were received during this item.  
Discuss recommendations and best practices to address community needs  
for achieving greater accessibility and transparency in the department-level  
design and implementation of Measure X programs.

The Measure X Community Advisory Board discussed the community need for additional  
accessibility and transparency in department-level design and implementation of Measure X  
programs. County staff indicated that the Family and Human Services Committee and the  
Equity Committee will both be discussing the contracting process and would be the best  
forum for future discussions on contracting topics, which otherwise fall outside the purview  
of the MXCAB.  
Provide update on MXCAB retreat and next steps, including food, retreat  
logistics, and working with facilitator (Kathy Chiverton, MXCAB Member).

MXCAB member and retreat planning team lead Kathy Chiverton provided an update on  
retreat planning, including a discussion of the room set up at 1025 Escobar.  
The MXCAB retreat will be held on Wednesday, August 21 at 3 PM at 1025 Escobar St,  
Martinez as an agendized, noticed public meeting.  
Receive brief member announcements pertinent to the committee  
membership and attendees. (Note: informational item only; no actions are to  
be taken on this item.)  
Attachments:  
Staff provided announcements related to the MXCAB annual joint meeting with the Board  
of Supervisors, currently scheduled for the morning of November 12, and regarding an  
upcoming event hosted by First 5 Contra Costa related to a Measure X-funded program.  
The next meeting is currently scheduled for August 21, 2024 at 3:00 PM.  
Note the early start time for this retreat special meeting.
